Youngstown State University and The City of Warren applied for the Weed & Seed grant in 2008.  The grant was awarded to the city in 2009. 

A Steering Committee made up of law enforcement, government, members of city council, drug task forces, churches, community residents, social service agencies, drug and alcohol prevention agencies, arts and recreational centers, and community leaders was developed to oversee the process of the program and budget expenses.

Members of the Steering Committee reviewed applications and conducted interviews for the Program Coordinator's position.

a recommendation was made to send Tina Milner for an interview with the US Attorney General's office in Cleveland.

Tina Milner was recommended by US Attorney General (Steven Dettelbach) for the position.  She started in the position of Program Coordinator in March 2010.

Youngstown State University served as the Fiscal Agent for the program.
